2.) Maximum strength? Unlimited. Minimum strength? You will likely get some different answers on this, ranging anywhere from 6+ to 8+ HCP.
3.) Bidding 2 directly shows 5+ and a pretty standard floor is 10+ HCP. It is forcing for one round. It is also unlimited in strength. It is not weaker than double. In fact, the minimum requirement is higher than that for a negative double.
